Kristine Toppe, MPH (she/her) is the Vice President for State Affairs at NCQA, where she leads NCQA’s engagement and support of states in identifying and implementing policies for quality improvement and meaningful evaluation of population health and the healthcare system. She has over 25 years of experience and direct knowledge of state and federal public health policy. She has led NCQA’s public policy relationships in California since 2001, working directly with its major stakeholders to inform issues of healthcare quality measurement, accountability, and equity.

Ms. Toppe brings direct experience working with states on the design and implementation of healthcare performance measurement and accountability programs for Medicaid, commercial, public employee, and Exchange populations. She leads NCQA’s work to engage states on issues of data quality, collection, and reporting including projects focused on developing health care delivery standards and measure concepts to identify and resolve care disparities. She serves on two State of California Health Equity Committees, the Department of Managed Health Care’s Health Equity and Quality Committee and the Department of Health Care Access and Information Hospital Equity Measures Advisory Committee, convened to recommend health equity measures for managed care plans and hospitals. In previous roles at NCQA, Ms. Toppe led NCQA’s work with private and public stakeholders to develop and implement collaborative solutions for plan-provider accountability, including supporting the development of the early phases of California’s P4P efforts, now called the Align, Measure, Perform (AMP) program. Ms. Toppe holds a Master of Public Health from UCLA’s Fielding School of Public Health and a Bachelor of Science from the University of Oregon.
