Jess is the Medicaid Quality and Population Health Systems Analyst at the North Carolina Health Information Exchange Authority (NC HIEA). Prior to joining NC HIEA, she served as the Quality Measurement Lead at NC Medicaid, where she supported the design, development, and analysis of quality measures and performance improvement processes for program evaluation. Jess holds a Master of Public Health (MPH) degree with a concentration in Health Policy from the UNC Gillings School of Global Public Health and a Bachelor of Arts in Political Science from Shippensburg University.
