Ellena M. Weaver, MPH, CPHQ, currently serves as the Enterprise Director of Quality Improvement, Accreditation, and Medical Programs at CareFirst BlueCross BlueShield, where she spearheads initiatives to advance affordable, accessible, equitable, and high-quality healthcare. With over ten years of experience in healthcare quality improvement across major organizations, Ellena is passionate about leveraging a public health framework to integrate health equity and social determinants of health into clinical transformation. Her work focuses on utilizing actionable data insights and evidence-based strategies to drive quality improvement, reduce racial disparities, and improve health outcomes for all.

Ellena is currently pursuing her Doctor of Public Health degree at Morgan State University, with her research focused on the public health effects of urban blight. A licensed Certified Professional in Healthcare Quality (CPHQ), Ellena’s dedication to breaking down silos and educating on the shared duty of quality improvement underscores her commitment to fostering an environment where health equity is a central component of healthcare intervention and strategy. Ellena is a member of the National Association of Health Services Executives (NAHSE) and the American College of Healthcare Executives (ACHE).
