William Riley is the Project Director of the Targeted Investment Program Quality Improvement Collaborative (QIC). Dr. Riley also serves as a Professor for the College of Health Solutions at Arizona State University (ASU) and Director of the National Safety Net Advancement Center, which assists safety organizations respond to health care payment reform. His areas of expertise include value based payment, health care finance and population health improvement with a focus on equity. He has led numerous projects to improve population health metrics at the regional, national and international levels. Bill also has over 20 years’ executive experience as a former President and Chief Executive Officer of several health care organizations, including a Blue Cross Blue Shield of Minnesota subsidiary, a large multispecialty medical group, and an integrated delivery system serving disadvantaged populations. Prior to joining ASU, he was the associate dean for the School of Public Health at the University of Minnesota. He is author of over 90 scientific articles and is co-author of two books on applying quality improvement methods and techniques in health care. He is immediate past Board Chair for the Northern Arizona Health System.
