Jenny Starbuck is the Director of Quality Improvement & Risk Adjustment and Health Equity Administrator at Molina Healthcare. She leads comprehensive quality management initiatives across the organization, focusing on integrating quality improvement strategies to enhance care delivery and address health disparities within Arizona’s Medicaid population. With almost 20 years of professional experience, Jenny has a strong background in healthcare quality and HEDIS performance metrics. Her expertise extends to developing and leading highly effective teams, establishing collaborative relationships with local and corporate partners, and driving process enhancements that have resulted in significant quality improvement. Prior to Molina, she was the Associate Director of Performance Measure Validation and Audits at an External Quality Review Organization (EQRO) and an NCQA HEDIS Licensed Organization, where she served as a Certified HEDIS Compliance Auditor. Jenny holds an MBA from Benedictine University and is a Certified Professional in Healthcare Quality (CPHQ).
