Ross Owen is the Director of Improvement and Integration in the clinical services division of the HealthPartners health plan. In this role he is responsible for strategic initiatives that improve health while lowering costs, the clinical integration of provider and health plan functions under Accountable Care Organization (ACO) models, health plan quality improvement, and population health consulting with health care purchasers. Prior to joining HealthPartners, his career focused on safety net health care payment and delivery system reform through a combination of administration, research, and public policy, and included roles in state and local government. Mr. Owen earned a Bachelor’s degree in Political Science from the University of Minnesota and a Master of Public Administration degree from the University of Oregon.
