Dr. Fazal Khan is a physician-attorney and nationally recognized expert in health law, healthcare policy, and the regulation of emerging healthcare technologies. He serves as Department Chair of Population Health and Professor of Health Law, Policy, and Management at the Meharry School of Global Health, where he leads initiatives focused on advancing health equity through technology-driven healthcare delivery.
Dr. Khan’s research centers on the ethical, legal, and policy implications of artificial intelligence in healthcare and the digital transformation of health systems. His interdisciplinary work examines regulatory frameworks that promote the responsible and equitable integration of AI, telehealth, and digital health technologies, with an emphasis on expanding access to care and safeguarding patient rights.
Before joining Meharry, Dr. Khan served on the faculty at the University of Georgia School of Law. His research has been funded by the National Institutes of Health (NIH), and he was a Visiting Research Scholar for the Agency for Healthcare Research and Quality (AHRQ), focusing on AI and healthcare policy.
Dr. Khan has held leadership positions as Chair of the American Association of Law Schools (AALS) Sections on BioLaw and on Law, Medicine & Healthcare. He is the recipient of the prestigious Health and Aging Policy Fellowship and the American Political Science Association’s Congressional Research Fellowship, recognizing his contributions to health policy at the national level.
A frequent commentator in major media outlets, including NPR and the BBC, Dr. Khan is widely sought after for his expertise on AI regulation, healthcare innovation, and the legal and ethical challenges of digital health.
He earned his Doctor of Medicine (MD) and Juris Doctor (JD) degrees from the University of Illinois at Urbana-Champaign and completed his undergraduate studies at the University of Chicago.
