Julie Seibert leads NCQA’s efforts to advance the quality of behavioral health care, conducting research on measurement approaches and methods to evaluate behavioral health access, quality and outcomes. In previous roles at Truven Health Analytics and RTI, she led teams in preparing quality measures for NQF endorsement. Dr. Seibert has expertise in developing novel mechanisms to capture service recipient voice, having piloted a CAHPS survey for home and community-based services and an internet-based CAHPS- like survey for addiction treatment providers. Dr. Seibert received her PhD from the University of North Carolina at Chapel Hill and her BA from Duke University.
