She holds two Bachelor of Science degrees from Towson University in Molecular Biology, Biochemistry, Bioinformatics, and General Biology, as well as a Master of Public Health in Health Policy & Management from Morgan State University and a Master of Science in Law from the University of Maryland Francis Carey School of Law. Phylicia’s extensive educational background reflects her deep commitment to public service and justice.

As Vice Chair of the South Baltimore Gateway Partnership, Phylicia has secured over $30 million in funding to revitalize South Baltimore communities. Her leadership as a Councilwoman has resulted in substantial investments to empower local organizations. Beyond her professional achievements, she is deeply involved in her community, actively participating in local associations and serving on the boards of the Towson University Foundation and the Hippodrome Foundation.
