Dr. Denise St. Clair is Vice President of Health Policy & Interoperability at Global Alliant Inc. and a nationally recognized leader in federal health policy, interoperability, and digital quality transformation. With more than 25 years of experience, she specializes in aligning federal policy, value-based care models, and HL7 FHIR standards to modernize quality measurement and reporting. She currently supports the CMS Innovation Center’s Innovation Support Platform, where she leads FHIR-based data strategy, oversees advanced analytics and reporting solutions, and translates policy requirements into scalable digital infrastructure that enables standardized data capture across innovation models.

Previously, Dr. St. Clair served as Senior Policy Expert in CMS’s Health Informatics and Interoperability Group, where she led development of interoperability and burden-reduction policies affecting Medicare, Medicaid, Marketplace, and Medicare Advantage programs. As lead writer for the CMS Interoperability and Patient Access Final Rule, she helped advance API-driven data exchange, electronic prior authorization, and more timely, accessible data to support performance measurement and patient-centered care. She also serves as a policy expert with the HL7 Da Vinci Project, working to align federal rulemaking and industry implementation to strengthen digital quality measurement nationwide.
