Dr. Steven Spencer grew up in South Philadelphia. In elementary school, he received a scholarship to attend Girard College, a private boarding school for underprivileged children. After graduating from Girard, he attended Brown University, where he received a Bachelor of Arts degree in biology. Dr. Spencer continued his education at Brown Medical School where he earned his medical degree. While attending medical school, he also obtained a master’s degree in public health at Harvard University.

Dr. Spencer completed his internal medicine residency at Temple University Hospital in Philadelphia, where he refined his clinical skills and applied his public health knowledge, helping people in an underserved section of the city. Upon graduating from residency, Dr. Spencer joined Abington-Jefferson Health. He spent 15 years there as a primary care physician and hospitalist. For 10 of those years, he was Medical Director for Population Health for Jefferson Medical Group-North and an Associate Medical Director for the Delaware Valley Accountable Care Organization. He also holds an MBA from Johns Hopkins University.  

Dr. Spencer has served as Chief Medical Officer at Onslow Memorial Hospital and Deputy Chief Health Officer for Cityblock Health. He is currently the Chief Medical Officer for Fidelis Care-New Jersey, which provides insurance for patients who qualify for government-sponsored health care, primarily Medicaid. 

He has published several publications on numerous topics, including the role of primary care in substance use disorder and the implementation of an ambulatory pharmacy program.  He has also served as a content expert for CMS focused on the introduction of a new CKD measure. He has recently released his first book, Purple Blood, detailing his views on improving health care delivery in rural areas.
