Rebecca Best (Becky) is a dynamic and results-driven healthcare leader with over 15 years of experience in healthcare quality, evaluation product delivery, and operational transformation. As Director of Operating Systems and Analytics at NCQA, she leads strategic modernization initiatives that optimize product delivery and streamline evaluation workflows. Her leadership has consistently driven operational efficiency, reduced complexity, and fostered collaboration across departments.

Prior to her current role, Becky served as Assistant Director of Operations Systems Management, Policy Manager for Recognition Programs, and Manager of Government Recognition Initiatives at NCQA. She also held key roles at CARF International and The Joint Commission, where she managed accreditation operations and provided technical assistance on survey standards and performance management.

Becky holds a Master of Science in Health Sciences with a concentration in Health Care Quality from The George Washington University and a Bachelor of Science in Health Policy & Administration from The Pennsylvania State University. She is a Certified Scrum Product Owner and has been an NCQA Patient-Centered Medical Home Certified Content Expert since 2014. Her accolades include the NCQA Dedication Award (2018) and participation in NCQA’s Emerging Leaders Program (2023).
