I have been working in Quality and Population Health for over ten years. I am a Vice President of Population Health at San Ysidro Health (SYH), a high-performing Federally Qualified Health Center (FQHC) that provides care to over 150,000 patients annually in San Diego County. I am a Venezuelan trained physician with a master’s in business administration with a concentration in Process Improvement and Health Care Administration. I have 20 years of experience focused on epidemiological work and implementing health promotion and quality improvement programs, specifically among underserved communities with a population health approach. My research experience over the years has focused on infectious disease epidemiology, screening, and addressing health disparities, with emphasis on chronic diseases, tuberculosis, hepatitis, and preventive services for vulnerable groups (i.e., racial/ethnic minorities, such as Hispanic/Latino population), domestically and internationally. I speared headed the inception and operationalization of the enhanced case management program, a program of the Health Care Services of California designed to address Social Drivers of Health (SDoH) for underserved Populations in California. I have also been directly involved with projects to reduce health disparities by addressing SDoH while utilizing technology to provide appropriate resources to those in need and to use data for risk assessment and program management. I also have initiated research activities examining health services utilization and the potential of technology integration into existing health services to improve treatment adherence and reduce the burden of high-priority diseases, such as diabetes and hepatitis. In this capacity, I’ve directly contributed to the program’s development and implementation to engage populations historically underrepresented in biomedical research, such as southeast African and southeast Asian communities. During the pandemic I have focused on COVID-19 testing and vaccinations and care disparities in underserved populations, particularly families, in San Diego County. I am committed to expanding the mission of SYH to address further health disparities and access to care issues among our most underserved communities. I provide executive-level expertise and leadership at SYH on all aspects of this project involving multiple departments (medical, support services, laboratory, nursing, etc.).
