Kimberly Pauly is an accomplished behavioral health leader with expertise in clinical program design, operational oversight, and large-scale system transformation. Ms. Pauly currently serves as a Deputy Director for the County of San Diego’s, Behavioral Health Services (BHS) under the Health and Human Services Agency. In this role, she oversees both the Office of Programs and Services, supporting the coordination, threading, and oversight of Program Operations, Clinical and Network Design, and Special Projects, including leading key efforts in the implementation of Proposition 1. Additionally, she oversees Prevention and Support Services team, which includes Clubhouses, Supportive Employment, Substance Use prevention services and other early intervention programs.

During her time with County of San Diego, Ms. Pauly played a central role in several key BHS initiatives, including the implementation of a comprehensive Clinical Design process, the development of the Optimal Care Pathways Model, the Integration of the Public Conservator team, the successful launch of the CARE Act Program.

Ms. Pauly started her behavioral health career in Buffalo, NY as a licensed therapist, and has a wide range of clinical and administrative experience providing and managing care for children, adults, and families in the community and within settings across the continuum of care. Prior to joining the County, Ms. Pauly was the Southwest Regional Director for the Navy Reserve Psychological Health Outreach Program, ensuring access to a psychological health safety net for service members and their families.
