Sarah Mansouri, MPH, is a healthcare executive and policy leader with deep expertise in Medicaid, behavioral health, and value‑based care transformation. She currently serves as Market President for Kentucky at Wayspring, where she leads client, state, and partner relationships and oversees strategy and performance focused on improving outcomes for Medicaid members with substance use disorder and complex behavioral health needs.

Sarah brings a rare combination of state Medicaid policy experience and operational leadership. Prior to joining Wayspring, she served as Director of Health Policy and Strategy at TennCare, Tennessee’s Medicaid program, where she helped shape statewide behavioral health initiatives. She also previously served as Chief of Staff at Psych Hub, supporting national efforts to expand access to high‑quality mental health education and care. 

Known for her collaborative and systems‑level approach, Sarah works closely with managed care organizations, providers, and policymakers to operationalize quality measurement, health equity initiatives, and innovative care models. She holds a Master of Public Health and a Bachelor’s degree in Neuroscience and Public Health from Vanderbilt University.
