Ms. Dalen is the founder and CEO of QMetrics, a private consultancy and advisory firm specializing in audits, quality improvement and management, data validation, surveys, regulatory compliance, HEDIS®, risk adjustment, data analytics, encounter data improvement, and advancing digital exchange of data for improved quality reporting. QMetrics was selected by the National Committee for Quality Assurance in the fall of 2019 to develop the Data Aggregator Validation (DAV) program as a pilot program. QMetrics, as the sole investigator and validator, co-developed the NCQA DAV program standards, guidelines, and protocols.
QMetrics performs timely access survey administration and validation of survey methodology and results to 20 California health plans and is a leader in innovative strategies that maximize health plan performance and highlight areas of quality improvement, efficiency, and increased adherence to regulatory requirements by the Department of Managed Healthcare Care.
Ms. Dalen was a Certified NCQA HEDIS® Compliance Auditor for 19 years and has performed hundreds of NCQA HEDIS® Commercial, Medicaid, and Medicare compliance audits, Centers for Medicare Services (CMS) Data Validations reviews, California Integrated HealthCare Association (IHA)’s Value-Based Pay for Performance audits. Ms. Dalen has co-led the development and implementation of DAV methodologies alongside NCQA and is responsible for the execution and evaluation of all DAV participating organizations, both past and present. Under Ms. Dalen’s leadership, the QMetrics team continues to provide insight into real-world operational challenges and barriers that inform enhancements to the standards as the program continues to evolve.
Ms. Dalen holds a Master’s degree in Public Administration with a focus on Healthcare Administration from the University of San Francisco and a Bachelor’s Degree from the University of California, Irvine, in Social Ecology and Psychology.
