Carin Skapars is Chief Quality Officer for Carelon Health, where she leads enterprise quality, accreditation, quality analytics, member safety, and performance improvement. Her work focuses on using evidence, measurement, and quality strategy to improve care delivery and member outcomes.

Carin continues to practice as a therapist, maintaining a direct connection to clinical care alongside her work in healthcare quality and managed care. Her clinical experience includes crisis, inpatient, outpatient, and forensic behavioral health settings, as well as an integrated care model serving Indigenous communities where behavioral and physical health providers worked together to address the needs of the whole person.

Her interest in whole person care continued through research focused on integrating physical healthcare into substance use treatment settings for individuals with complex behavioral and medical needs. That experience continues to inform her work today across integrated physical and behavioral health solutions, including quality measurement, accreditation, and performance improvement. She is particularly interested in how evidence-based practices, measurement, and payment models can better align to support meaningful outcomes and whole person care.

In 2024, Carin presented at the NCQA Health Innovation Summit on the practical application of NCQA's Behavioral Health Quality Framework and Roadmap, sharing lessons from behavioral health quality transformation, analytics, and cross functional collaboration.

Carin holds a Master of Science (MS) in Counseling and Psychological Services and is a Licensed Mental Health Counselor (LMHC) and Certified Professional in Healthcare Quality (CPHQ). She is currently completing her MBA.
