Alyson Spencer joined Blue Shield of California in 2018. She oversees multiple quality programs
across commercial, Medicare, and Medicaid (Medi-Cal). Alyson has direct leadership over Blue Shield's
clinical quality measurement and improvement initiatives. Alyson is a healthcare industry leader with
over 19+ years of experience and is driven by the conviction that everyone should have access to highquality
affordable healthcare. Alyson is focused on closing healthcare access gaps and improving quality
measures, through identifying new ways to incentivize high-quality care for members by linking
providers payment to savings, high quality, and equitable outcomes, as well as engaging and
empowering members in their health journey. Prior to joining Blue Shield Alyson built and implemented
Quality Improvement Programs, ensuring Accreditation and regulatory requirements are met across
multiple states and has driven performance improvement from both a provider, hospital, and health
plan perspectives. Alyson holds a bachelor's degree in business administration and a Master of Arts in
health care administration & management.
